The park was founded in 1976 and was named after Dr. Rafael Ma. Moscoso, a Dominican botanist who cataloged the flora on the island of Hispaniola. Manoguayabo is a small suburb of Santo Domingo in the Dominican Republic. It is best known as the birthplace of Major League Baseball pitcher Pedro Martínez.
