Carlisle is a borough in and the county seat of Cumberland County, Pennsylvania, United States. The name is locally pronounced as in British English with emphasis on the second syllable. Carlisle is located within the Cumberland Valley, a highly productive agricultural region. As of the 2010 census, the borough population was 18,682. Including suburbs in the neighboring townships, 37,695 live in the Carlisle urban cluster. Carlisle also is an exurb of Harrisburg, Pennsylvania, to the east.

WHYL is an Adult Standards music formatted radio station licensed to serve Carlisle, Pennsylvania, consisting of a 2 tower array broadcasting on 960 kHz. The call letters are the initials of Richard F. Lewis, Jr. 's wife, one of the station's former owners. Old West, Dickinson College is a building designed by Benjamin Henry Latrobe in 1803 and completed in 1822. It was the original building of Dickinson College. The construction of Old West, known then as 'New College,' was authorized and began in 1798. The effort was in response to the complaints that students could not live at the College. WDCV expanded to a 10-watt FM service in 1973, and began broadcasting 18 hours a day at 88.3 MHz.
