East Melbourne is a suburb of Melbourne, Victoria, Australia, 2 km east from Melbourne's Central Business District. Its Local Government Area is the City of Melbourne. At the 2011 Census, East Melbourne had a population of 4,714. East Melbourne is a small area of inner Melbourne, located between Richmond and the Melbourne Central Business District. Pelaco Sign
The Pelaco Sign is a heritage-listed neon sign located in the inner Melbourne suburb of Richmond. It was erected in 1939 as an advertisement for local shirt manufacturer Pelaco. The Pelaco sign is visible in many scenes of the 1987 film Dogs In Space. High on a building on Richmond Hill, it can be seen from many suburbs away. Although originally being designed as a neon sign, it is no longer lit at night.

During its early days it was closely associated with opera diva Dame Nellie Melba, after whom it was later named. In 1994 it became affiliated with Victoria University. Founded in 1901 as "The Conservatorium of Music, Melbourne", the Melba Conservatorium ceased teaching at the end of 2008.
