The City of Greater Bendigo is a local government area in Victoria, Australia in the central-western part of the state. It has an area of 3,048 square kilometres. According to the 2011 Census, the local government area has a population of 100,617. The city was formed in 1994 when the former City of Bendigo, the Borough of Eaglehawk and the Shires of Strathfieldsaye, Huntly, Marong and, later, the Shire of McIvor amalgamated under state government reforms.

The prison provided accommodation for prisoners assessed as suitable for treatment in the area of substance abuse and addictive/compulsive behaviours. The prison was opened in 1863 after building began in the 1850s. A major refurbishment which included sewering each cell was undertaken in 1993-94. Accommodation was mostly in single cells, with a small number of shared cells.
