It is named after Sevastopol in Ukraine, the site of an important battle during the Crimean War. Formerly a separate town, Sebastopol had municipal status between 1864 and 1994 after which the Borough of Sebastopol was merged into the City of Ballarat.

The Borough of Sebastopol was a local government area about 4 kilometres south of the regional city of Ballarat, Victoria, Australia. The borough covered an area of 7.61 square kilometres, and existed from 1864 until 1994. Sebastopol was incorporated as a borough on 1 October 1864. On 6 May 1994, it was abolished, and merged with the City of Ballaarat, Shire of Ballarat and parts of the Shires of Bungaree, Buninyong, Grenville and Ripon into the City of Ballarat.
